The Finnish Ministry of Transport and Communications is set to being developing a new road toll system as part of the country's renewed car taxation policy.  The aim of the new road toll system is to charge drivers depending on whether or not viable public transport options exist in the area.​ This would ensure that those drivers who do not need to drive are encouraged to leave their vehicles at home. This system would be a significant step in reducing the amount of private vehicle traffic in an effort to cut down on greenhouse gas emissions.
