China is reported to be considering the adoption of legally-binding emissions reduction targets for the period after 2020. China’s current carbon-emissions reduction targets bind it to a 40-45% reduction of GHG emissions, per unit of economic growth, by 2020. While this commitment is already quite significant for a country such as China which is still in a heavy stage of development, China’s emissions levels are expected to continue to grow well into the future. Given this expected growth, a commitment to continue reduction efforts would be a considerable display of the Chinese government’s commitment to a low-carbon future.
